Organizational Setting and Reporting Relationship
The position of Associate Project Analyst is assigned to the Uzbekistan Resident Mission (URM) within the Central and West Asia Departement (CWRD). You will be based at our Resident Mission in Tashkent, Uzbekistan upon hiring.

You will report to designated International Staff and/or senior National Staff.

Your Role
As an Associate Project Analyst, you will provide analytical, statistical, and operational support for project implementation and preparation.

You will:

  • Compile and generate data on contract awards and disbursem*nts for ongoing projects, analyze performance, simulate project rating, and propose possible solutions on shortfalls with EAs together with relevant project officers;
  • Monitor project progress, expedite procurement/contract awards, coordinate with relevant officers to improve issues in safeguards and financial management, and give guidance to EAs with ADB guidelines and procedures;
  • Monitor progress in terms of outputs and deliverables, following up submission of project progress reports, safeguards monitoring reports, financial statements, gender action reports, etc.;
  • Update individual projects performance reports, and provides background analyses of projects with shortfalls; and
  • Provide background analyses on changes in project scope and implementation arrangements, reallocation of proceeds, extension of closing dates and partial cancellations.
  • Assist in recruiting consultants and manage consultant contracts, including monitoring of billings and account closures, as well as identifying and resolving contractual issues as necessary;
  • Assist in analyses of the country portfolio and preparation of background papers for quarterly country portfolio reviews with the executing agencies;
  • Monitor and provide guidance to EAs on project preparatory actions and project readiness actions;
  • Perform other tasks as indicated in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in procurement, finance, business administration, engineering or a relevant discipline.
  • At least 5 years of relevant analytical and support work in project administration and project processing; experience in an international development organization an advantage.
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps.
  • Ability to set priorities for self and junior team members.
  • Effective report-writing and communication skills in English and the national language.
  • Proficient in spreadsheets and required information technologies. Experience in project management tools an advantage.
  • Ability to provide guidance to other AS staff on assigned area of work.
  • Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB.
  • Ability to work collaboratively with teams as a constructive team member.

Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Uzbekistan.
